As a part of Russ's estate plan, the Russell E. Flagle Charitable Trust was established to encourage the revitalization of Wanamaker and the surrounding community for generations to come.

Russ's vision of a vibrant, connected Wanamaker lives on, supporting projects that honor the past while building toward the future.

Through strategic investments in planning, development, and community initiatives, the Trust honors Russell’s vision of a thriving downtown Wanamaker surrounded by neighborhoods that are enhanced by being close to the new “center” of Franklin Township.

The Trust initially partnered with the consulting division of Woolpert to create a comprehensive community master plan involving over 200 residents in and around Wanamaker, ensuring that Wanamaker’s future development reflects the values and needs of its residents and is respected by the City of Indianapolis. The Trust is partnering with Indy Parks, DPW Greenways, and other city and state agencies in its efforts to implement the multiple priorities of the new master plan. The Trust will also be seeking grants and similar third party funding once the planning phases are done; all in hopes of maximizing the impact of what Russ has gifted to Wanamaker and Franklin Township.

Remembering Russell E. Flagle (1945-2021)

Russell Flagle wasn’t just a resident of Wanamaker—he was its champion. Born in 1945 in Flagler Beach, Florida, Russ was part of large family who all developed lifelong connections to Franklin Township.

A Legacy Built in a Garage

After proudly serving in the United States Navy and working at Western Electric, Russ and his brother Fred started something special in 1972. In the family’s garage behind the old brickschoolhouse at the west end of Wanamaker, they founded INDY Cylinder Head, which would grow from humble beginnings into one the largest employers in the township, occupying over 15,000 square feet at its peak.

Over nearly five decades, INDY Cylinder Head became synonymous with excellence in Mopar engine performance, the performance vehicle market at all levels, from racing and tractor pulling to the preservation and souping up of vehicles from the muscle car era, Russ and Fred’s forward thinking and dedication to quality built the company into the go-to source for high-performance cylinder heads and complete engines throughout the world. Their passion for Chrysler’s mighty powertrains—particularly the 440ci Wedge and 426ci Hemi engines—drove innovation and earned the respect of racers worldwide.

A Heart for Community

As the business flourished, Russ chose to invest more into Wanamaker. He is responsible for rescuing several older decaying homes in Wanamaker, remodeling them carefully to preserve their character, and where appropriate converting some to commercial use to attract new businesses to the village. Russ took great personal satisfaction in preserving and injecting life into the town he loved.

Russ was also a generous supporter of the community that shaped him. Without fanfare, he regularly donated to St. Jude Children’s Hospital, Shepherd Community Center, Gleaners Food Bank, the Franklin Township Civic League, the Lions Club, Little League, and numerous other local causes. He set a great example of how to turn personal financial success into actions that help create a stronger community.

The Vision Continues

When Russ passed away on June 12, 2021, at age 75, he left behind more than memories. He left a roadmap for Wanamaker’s future. The Russell E. Flagle Charitable Trust ensures that his commitment to this community—his home—continues to make a difference.
